Do Public Schools fall under Prevailing Wage? I’m working for an alarm co. installing in a Public School in IL

Should we tip the guy who’s installing our home alarm system? He’s from the security company.?

Not a contractor, but from the company we’re already shelling out the bucks to for a home system. Are we supposed to tip him, and if so, how much? He’s here now but almost done… help!
