If there is a brekdown in a secrurity system, are they liable for robberies?

My famil bar was robbed, but at the same time the company was having a network problems ansd was unab le to contact the police. In this situation, is the alarm company liable for the stolen cash or is the owner.

Is there any program whereas my computer will give an alarm if a document is about to expired, a month/week earlier? e.g. passports or visa/s
