How do I pay for american bills (visa, car insurance) from my canadian bank accounts? ?

Also: If I require an american bank account to pay them, how can I get one from canada? And how would I transfer money back and forth between the accounts? I’ve tried transferring money to my american girlfriend’s account but my online banking won’t allow it.
